    Default Teutonic Campaign Villages

    Obviously rebel settlements are often good targets for settlement but these provinces, mostly around Novgorod area, are tiny with few if any resources and since they start off as villages it's going to be a while before they become useful. They can be turned into castles at least so they get some use but I'd rather grab valuable provinces from the enemy. Does anyone know what the intent behind these useless villages was? No other vanilla campaign has something quite like that.

    I think they are meant to be the crappy lands that you have to get early and then waaaaait for them to increase so you can kinda-develop them. I.e. exactly what you see. They are not supposed to be a powerhouse, they are supposed to be the backwater.
