In this game, each faction can only have one fleet in each sea zone. You already have a fleet in the Sicilian sea so you cant build another fleet there unless you move the current one.

What you can do is use your Maritime Supremacy edict to move your fleet to another sea zone for free (without using a move!), then you can build a new fleet in the Sicilian Sea this turn.

    Roman Republic

    Election Results

Roman citizens have gathered in their assemblies at the Forum and cast their votes for the candidates for the different magistracies. The results are in!

    Pontifex Maximus: Valeria Vestella
“I am honored to serve as the high priestess for the state. We shall construct a grand temple to Fortuna, Goddess of Luck, for I have received a vision from her that she will bestow lucky dice rolls upon all Romans and that favorable dice rolls are important for the glory of Rome… for some reason.”

    Censor: Lordus Catulus Maximus
“Ha ha ha! I AM the Senate! Uh, I mean I determine who is in the Senate.”

    Consul
    Marcus Atilius Regulus

“I am humbled and moved by my fellow citizens’ trust in me. I will continue to the best of my ability to bring victory and glory to Rome.”

    Lucius Cornelius Scipio

“I am grateful that despite my mistakes you deem me worthy to continue exercising imperium. I swear by Jupiter to achieve great success for Rome.”

Rome’s faction leaders remain the same.

    Praetor: Gaius Aurelius Cotta
“I thank my countrymen for re-electing me. Under my command, the Praetorians will continue to maintain a zero-percent crime rate in our great city. Justice must be served!”

    Aedile
    Cornelia Metella
“I am honored to be entrusted with maintaining the grand buildings of our great city.”

    Claudius Festivus

    The Boii

After Segovesos had subjugated the main tribes of the Vindelici, he had disbanded the army except the garrisons and had returned home. In the next spring he returned with a small army to finish the subjugation of the Vindelici by conquering their client tribe, the Brigantii, west of the Licca river (Lech). Two weeks after Imbolg his army crossed the Licca.

You have 26+ prestige and can perform 2 moves per turn.
The Senate declares King Attalus the Good and the citizens of Pergamon to be Amici Populi Romani, “Friends of the Roman People.”

The Senate is greatly disturbed by Epirus constructing a fleet in the Ionian Sea. It was scarce 20 years past when King Pyrrhus of Epirus sailed an army to Italia and waged a devastating war against Rome. Now his daughter, Queen Olympias II, is proving just as ambitious and dangerous as her father. The Senate issues a decree to Queen Olympias II of Epirus: “Should Epirote forces ever land in Italia or Sicilia, the Senate and People of Rome will declare war upon you.”

A cabal of senators secretly dispatch the ambassador Aemilia Cotta to Macedon to persuade King Antigonus III, the One-Legged, to wage war on Epirus. This would redirect Epirote armies away from invading Italia.

The Senate is also concerned about the Seleucid Empire’s presence in Greece. King Antiochus II, the Tidy, claims to be aiding his ally of Athens, but now seems to be expanding his territory in central Greece. The Senate issues a decree to King Antiochus the Tidy: “Return Boeotia and the great city of Thebes to Athenian rule if you are true to your word.”

Meanwhile, Consul Lucius Cornelius Scipio is praised for re-organizing the workforce and completing the fleet in the Adriatic. It also saved his political career. He is now advised by the Senate to subjugate the Greek city of Taras to prevent it from inviting an Epirote army over (like they did over 20 years ago). Cornelius Scipio takes command of Legio II Campania and Legio IV Lucania and besieges Taras, building rams, ladders, and towers for the coming assault.

Legio I Latium returns home, while the newly raised legion, Legio V Liguria, is sent to Consul Marcus Atilius Regulus. The consul then has Legio III Umbria and Legio V Liguria march west to conquer the rest of Liguria. Per the Senate’s policy, the ultimate goal is to reach the western Alpine passes and fortify them against the stinking Arverni.

    Rome’s Moves
    1. From Lucania, Rome will conquer Apulia (the “heel of Italy” that straddles the Adriatic and Ionian seas) with the +1 bonus.
    2. Rome will conquer west Liguria (the coastal region immediately west of the previously conquered region).

Diplomacy: Rome spends 1 prestige to secretly persuade Macedon to attack Epirus.
Relations with Epirus deteriorate from bad to hostile for building a fleet in the Ionian Sea. Relations with Baktria deteriorate from neutral to bad due to allying with Epirus, a former enemy of Rome.

Viceroy Eurydemos is pleased with the progress. He appoints Soreis as Admiral of the fleet. The ex-pirate is happy to be at the helm again and promises that he will bring victory, and glory, to the Baktrian cause.

Eurydemos, under royal orders, has planned an invasion....and he declares it publicly. Rebellion will be created in the Aorsoi capital...if it succeeds, then the fleet will attack the rebel region and Baktrian troops, landing from the fleet, will attempt to take control of the city under the command of Miltiades.

In the meantime, in the northernmost region of Baktria, next to our coastal region, Commander Meleager has allied with a local steppe tribe called the Barsae. Their leader Tigran nurses political ambitions, and well understands that this can be done only with aid of the mighty Baktrians. Tigran offers his warriors at the disposal of Meleager, who gladly accepts. While fighting steppe tribes, steppe allies would come in handy.

After the declaration of war, Meleager orders Tigran to prepare his warriors. As a test of loyalty, Tigran suggests to take the Messegetae region to the north. Meleager agrees.

Move--Send the agent to create rebellion in the Aorsoi capital. If he succeeds, then the fleet attacks to take over the rebel region. In case of failure of the agent, and the city remaining in Aorsoi control, turn to below:

Attack rebel region to the north, from the Baktrian northernmost region. Attack will be by Tigran and his steppe hordes.

    REBELLION!

A rebellion brews in the heart of the Aorsoi... an unknown agent has convinced the weaker sub-tribes to break away from the Confederacy!
The minor tribes were supplied weapons and armor from unidentified ships in the Caspian Sea.
Well-equipped and armored, these sub-tribes now seize control of Aorsoi's central hub of culture and commerce.

Aorsoi has lost Campus Aorsoi! The region reverts to rebel control.
    (-3 Prestige for losing capital)

    Updated map for Aorsoi:
Spoiler Alert, click show to read:

    WAR!

    (NPC Diplomacy thread)

Relations have deteriorated between these factions, and they now resort to warfare to settle their differences.

The Greco-Baktrian Kingdom declares WAR on the Aorsoi Confederation!

Epirus (allied with Baktria) declares WAR on the Aorsoi Confederation!

    NPC Move updates:

Aorsoi will try to reconquer its city. If Baktria conquers it first, Aorsoi will instead build a fleet.

Pergamon will attack rebels along the Aegean Sea.

Turn results will be posted later today.

I moved your Sicilian fleet to the Balaeric sea using the Maritime Supremacy edict in order for your move to be valid. Let me know if this is ok, or if you wanted the fleet moved to a different sea zone. (Or if you did not want to use your edict to move the fleet, I can just nullify the move entirely)

Thankfully, Admiral Soreis was in Campus Aorsoi organising logistics....He immediately orders his pirate comrades of yore to assemble another fleet. The experienced sailors-warriors ready the ships, and even choose to put aboard artillery (catapults) and battering rams on the prows.

Tigran and his Barsae by now, have re-routed their movements. They reach the Baktrian coastal region and from there, they prepare to attack the Aorsoi region to the north, ie the region between Campus Aorsoi and the Baktrian region.

    Chief Tigran in battle

Tigran and his mounted, well- armed and armoured steppe warriors now await a chance to prove their might against the Aorsoi!

Move--Build a fleet in the North Caspian Sea. If successful, let it engage with the Aorsoi fleet!

P.S.---After this turn is over, Baktria will offer a peace treaty to the Aorsoi (war would have lasted 2 turns).

@RogueGeneral: Yeah i now, but i had only one move in mind last turn.

    The Boii

Although Onomaris was pregnant again, she led huge reinforcements to the army of Segovesos. She also ordered Boiorix to scout the movements of the Brigantii.

As reports were appearing, that the rhaetian tribes of the Focunates, the Gerauni, the Breuni and the noric tribe of the Ambisontes were supporting the Brigantii, she divided Segovesos army and give the command to Bellovesos, who should subjugate the rhaetian and noric tribes in a punitive campaign. Onomaris stayed in the territory of the Vindelici to organize the supply and reinforcements.

    Average roll: (3).
Rome is jubilant at the fall of Taras, which is renamed to Tarentum, but then descends into mourning for the disaster in Liguria. Consul Marcus Atilius Regulus was injured and is recovering in Rome. Legio V Liguria is ordered to build a fleet. “If need be, we will bypass the Ligurians and land the legion directly at the pass we plan to fortify,” Regulus explains to the Senate.

The Senate approves of Regulus’ strategy, but the quaestor, Scribonia Numina, warns that there may not be enough funds for the building of another fleet. Most of the treasury is being devoted to the campaign against Samnium.

The Samnites are a brutal and vicious people and have long been a threat to Rome. Recently, these wild men have been raiding Campania, destroying villas and wineries. “Not the wine!” the censor, Lordus Catulus Maximus, cries. “We must bring those wild Samnites to heel!” The Senate votes for all-out war against the Samnites.

Consul Lucius Cornelius Scipio has Legio I Latium, Legio II Campania, Legio III Umbria, and Legio IV Apulia march into Samnium to conquer it for Rome. When successful, the wealth of the Samnites will be used to fund the new fleet.

Rumors abound that Epirus will land an army in Bruttium (the toe of Italia) or in Sicilia, either of which is intolerable for the Senate and People of Rome. The citizens of Rome clamor for war, but the Senate believes Rome is not yet ready for war against a great power. The Senate decides Epirus must be weakened, must be bled white, before any official declaration of war is made. To that end, the Senate sends diplomats in secret to Macedon and Athens to remind them of past Epirote aggression against them and convince them to help Rome conquer this dangerous state.

If all else fails, the Senate will attempt to persuade Epirus to initiate war against Macedon. Epirus tried to conquer Macedon before, so perhaps the Epirotes can be convinced to try again?

    Rome’s Moves
    1. Rome will conquer Samnium (the region is colored in on the map I posted in the NPC diplomacy thread).
    2. If Samnium was not taken by the first move, and there isn’t a penalty in attacking again, Rome will conquer Samnium. If Samnium was conquered with the first move (or wasn’t but there’s now a penalty on attacking it again), Rome will build a fleet in the Balearic Sea.

Diplomacy: Rome spends 2 prestige to persuade Macedon and Athens to declare war on Epirus. If Macedon refuses again, Rome will spend an additional 1 prestige to persuade Epirus to declare war on Macedon.

When granted an audience, Aemilia presents a map proposing a division of Roman and Carthaginian spheres of influence:
    Attachment 369250
“Rome will acknowledge all of Iberia and North Africa as belonging to Carthage in exchange for Carthage’s recognition of Rome’s territorial claims. And Rome will never send a fleet into the Sicilian Sea or Gulf of Sirte if Carthage agrees to never send a fleet into the Tyrrhenian, Ionian, or Adriatic seas.”
This is proposed in conjunction with a non-aggression treaty. “The Senate and People of Rome propose a peace that will last a generation, a period of twenty years.”
Aemilia desperately hopes to achieve a diplomatic win here to help her beat Cornelia Metella, her arch-rival, in the election for Aedile.

OOC: Rome offers a non-aggression period of 20 turns to Carthage with conditions attached.
The Carthaginian Shophets have, after much deep and deliberate consideration, decided to accept the Roman Senate's proposal. Sounds good!

Carthage will try to take southern Sardinia, in accordance with our new TREATY

The collective sigh of relief in the Curia is quite palpable when Aemilia Cotta announces Carthage's acceptance of the non-aggression treaty. All the senators then clap and cheer. "Peace in our time!" Censor Lordus Catulus Maximus declares confidently. "Could you imagine if Rome and Carthage went to war? It would be a titanic struggle that would engulf the entire Mediterranean world and make some epic history. But luckily, through shrewd diplomacy, that won't happen."

Rome's relations with Carthage improve from bad to neutral.

Later, news arrives that none of Rome's ambassadors were successful in engendering a war between Epirus and its neighbors. Valeria Vestella, Rome's high priestess, says to the Senate, "It is because you reduced the budget for constructing the grand temple to Fortuna, Goddess of Luck. We must complete her temple soon for her to bestow lucky dice rolls upon us!"
"What do die rolls have to do with diplomacy?" Senator Julia Antonia asks incredulously.
"Since these are cosmic dice -- everything!"
The quaestor suddenly says she made an accounting error and that there's plenty of funds for Fortuna's temple. The Senate votes to expedite the construction so that the temple is finished by the end of the year. Valeria Vestella will conduct the auguries for the Samnium campaign in Fortuna's temple.

Queen Olympias II of Epirus sends a message to Rome, saying Epirote armies will not invade Italia or Sicilia. "Of course she doesn't say where her armies are going instead," Senator Marcus Fabius Cicero grumbles.
"Most likely Crete," Senator Gaius Tullius Cato suggests. "Or perhaps into the Black Sea to fight the Sarmatians on behalf of her ally?"
"Yeah, right. That'd be such an ambitious expedition, it would, if successful, give rise to an epic tale on par with Jason and the Argonauts or the March of the Ten Thousand."
There's a hush in the Curia. "That would be awesome to hear about, though," Catulus Maximus says.

    Political Intrigue!
    Dice log

Rome (secretly) attempts to add fuel to the fire in Greece. Unfortunately their attempts to have Epirus and Macedon to declare war on each other are unsuccessful (dice results: [1] and [2]). And their attempt to persuade Athens to declare war on Epirus is also unsuccessful (result: [2]).
(-3 Prestige for Rome for negotiating)

Pontus and Athens attempt to negotiate peace (dice result: [3]) or temporary ceasefire (dice result: [3]), but negotiations break down and no agreement is reached this year.
(-1 Prestige for Pontus and Athens)

Pergamon attempts to ally itself with the Seleucid Empire (result [2]), but is rebuffed. The Seleucid Empire instead offers Pergamon a 5-year Non-Aggresson Pact, (result: [6]) which the latter is happy to accept.
(-1 Prestige for Pergamon and Seleucid Empire)

    Non-Aggression Pact Signed

The Seleucid Empire and Pergamon have signed a 5-year non-aggression pact.
They may not declare war on each other for this duration.
(Treaty expires when turn 25 begins)

    Turn 20 NPC moves

    NPC moves

Aorsi War: Aorsoi will attempt to recapture its capital from its eastern-most region.

    Greco-Levantine War
Sparta and Athens will roll dice for initiative - whoever rolls higher will make their move first. GM rolls dice.

Athens will attempt the following (in order of priority):
    1) Conquer City of Sparta by land.
    2) Conquer City of Sparta by sea (with Ionian fleet).

Sparta will attack an Athenian region closest to the City of Sparta (including the City itself, if it falls into enemy hands).

    Other NPC moves

Seleucid Empire builds a fleet in the Ionian Sea.

    Epirus will invade Crete.

All other NPCs will attack the regions indicated on the map, using Drillmaster Edict for an extra move if able. They will prioritize +1 bonus regions and avoid -1 penalty regions.

(NPC Attacks are indicated in cyan)

If you guys want to perform diplomacy rolls yourself that's fine with me! (just make sure to use the correct dice room)

For the end of turn report, the delay is not really the dice rolls (that's the easy part). Its just getting the whole thing put together that takes a bit of time.

Is Baktria still seeking a peace treaty with Aorsoi? I assume yes unless you post otherwise.

Diplomacy--There will be no peace with the Aorsoi. The war continues!

Chief Tigran leads his horde into Aorsoi territory.

    Chief Tigran in battle

His well-armed and armoured mounted troops launch an attack into the Aorsoi region to the north.

Move-- Attack the region to the north of the Baktrian coastal region.

    The Boii

While the Brigantii conquered the territory of the Vindelici Onomaris fled north to the territory of the Volcae of the Moenus river. During her flight she gave birth to her youngest daughter Katua (= battle, fight). There she met Segovesos, who had retreated to the Volcae with the rests of his army too.

"I swear by the Gods, i will take bloody revenge!" Onomaris vowed.

They send messengers to the Volcae, Taunensii, Helvetii and Boii and gathered two great armies with many footwarriors, heavy and light horsemen.

Then they marched into the enemy territory back. The light cavalry in front for scouting and pillaging, leaving burnt ground behind them.

1 Secret Agent can be used again when Turn 21 starts
“We have saved the wineries of Campania!” Cornelius Scipio declares. The Senate applauds the consul and award him a Triumph. A new legion is raised, Legio VI Samnium, to pacify the new region.

Marcus Atilius Regulus has recovered and resumes command of Legio V Liguria as well as Legio I Latium. The consul plans to land the legions directly at the pass between the mountains and the sea, clearing it of barbarous Gauls that have been raiding the Greek city of Massalia. He visits the temple of Fortuna to make an offering before departing Rome.

Meanwhile, the Senate debates about the situation in Greece. “The Seleucid Empire is spreading like a cancer across Hellas,” Senator Julia Antonia says. “And now they have built a large fleet in the Ionian Sea.”
“I’m sure they are using it to blockade Sparta’s capital,” Senator Marcus Fabius Cicero says.
“No, the Seleucid Empire made a truce with Sparta until three years from now.”
“Then why did they build such a large fleet in…?”
Everyone falls silent as realization dawns on them.
“King Antiochus the Tidy plans to land troops in Italia or Sicilia!” There’s an uproar in the Curia and the censor shouts for order. Once calm has returned, the Senate quickly passes a resolution condemning the Seleucids’ actions.
A message is sent to King Antiochus the Tidy: “Return Aetolia and Boeotia to Athens. Withdraw from the Ionian Sea. Respect Rome’s sphere of influence.”

Rome's relations with the Seleucid Empire deteriorate from neutral to bad.

Lucius Cornelius Scipio is advised by the Senate to secure Bruttium as quickly as possible. After making an offering to Fortuna, Consul Scipio takes command of Legio II Campania and Legio IV Apulia and marches south to subjugate the wild Bruttians.
In his tent during the night, Scipio receives a mysterious messenger.
“The Senate’s policy changes rapidly in response to new events.” The visitor draws back his hood to reveal he is the censor, Lordus Catulus Maximus. “There are rumors that a rebellion may break out in Epirus’ capital. Now that relations between Rome and the Seleucids are deteriorating, the Senate would like Epirus to be a strong buffer against the Seleucids. Should a rebellion drive out Queen Olympias II from her capital, you are strongly advised to set sail immediately for Ambrasia, crush the rebels, and establish a garrison there.”

    Rome’s Moves
    Map:

    1. If Ambrasia, Epirus’ capital region, mysteriously rebels, Rome will conquer Ambrasia with the +1 bonus. If no rebellion, Rome will conquer Bruttium with the +1 bonus.
    2. If Ambrasia is still a rebel region, Rome will conquer it. If not, Rome will conquer Bruttium. If Bruttium was conquered, Rome will conquer the furthest west region between the Alps and the sea.

@GM--if Rome conquers Ambrasia, does it mean Rome has declared war on Epirus? I guess so, coz when Baktria followed the same techinique with Campus Aorsi, it was interpreted as declaration of war. Baktria never officially declared war on Aorsoi.

So if Rome is at war with Epirus, it
will naturally be at war with Baktria.

    Just clarifying. Thanks.

P.S.--- will be going again, and this time for long. So Rogue, should I leave the game, or are you ok with playing on my behalf for a month or more?
