Default reocupy the settlement (effect on the population)

I started the game for Rome, the clumsy maneuvering of my armies caused epirus to occupy several my cities one after the other, i always recaptured these cities but in the meantime epirus occupied another, unprotected rome was then occupied by etruscans. I quickly recaptured everything, but the result is that all my cities in magna grecia and latium are unpopulated, respectively the population has been transferred to foreigners, and i have no resources for the replenishment or recrut new units.

Does it always work like this? At the beginning of the game the latin culture is not the majority culture, so bad luck for me?

Those are the limits of the scripting yes, if the culture is 50% or more of your own, half the population will be converted into your own classes and the other half into foreigners, if not, all will be converted into foreigners.
