Does anyone know if it's possible to have fractional build times for units? I was thinking that if I enetered .5 for a build time, I could get two infantry per turn.
Obviously, I don't know if it really works that way.

It's possible. Probably the fastest and easiest way to do it would be try it out yourself. Let us know if it does work!
