Trade and settler colonies for Qarthadast

When playing as Qarthadast, you can choose between trade colonies and settler colonies. When do you typically choose which? What is the thinking behind when you should opt for each?

Settler Colonies will convert the region to your culture, while Trade Colonies just provide economic bonuses. That's the biggest difference between the two. So build Settler Colonies where your culture is very low, like in Iberia or West Africa, and build Trade Colonies where your culture is decently high, like in Italy. Both offer recruitment, with the Trade Colony giving you pretty consistent recruitment of historical Mediterranean used by Carthage, while the Settler Colonies give you local recruitment.
