The operative part is "No human is illegal", and leads to the title in two ways...

Well I think it's incredibly witty. I was going to use two images originally, but then had this epiphany. And no, you're both wrong on your guesses.
You can gleam two separate words from this image, one related to the character/actor, and one to its state.

The problem is that there are way too many possibilities, so it doesn't work :/
Eg, if one of the terms was "still", there would be Lie Still, Still Dreaming, even the dreadful pseudo-pun Man of Steel
