    Default what determines the size of the rebel army spawned in revolting provinces?

    as the title says
    if i had a settlement with a small garrison that revolted, will the rebel army that spawned be small as well?
    and if i had a full stack inside, will the spawning rebel army also be huge?
    or is it determined by something else such as population size?
