No, this is not Fallout. And if it was, I would have misunderstood the game as we are going for the title. The thing is about where those people are supposedly going, and what is the position of the highlighted person to the rest.

That's right! I guess I should avoid these one-picture riddles because they are too abstract. The vault dwellers are walking the exit gangway from a vault.
