As to your quest for ideas, I once worked as an Arts Director, where I had to teach American High School students about film and theater, among other things. I don't know that I had all that much of an impact on the students, but I did have a couple of kids who had some pretty serious talent where filmmaking was concerned.
Some things they did with similar project parameters:
1. Basic Youth Drama: Telling the stories of High School kids with problems---dealing with love, friendships, relationships, parents, etc.
2. Satirical Comedies: One student used various kinds of dolls/action figures to talk about current politics (and this was before Robot Chicken even came out).
3.) Brief Documentaries: Two students produced documentaries on the school, and what it was like to go there. This is probably your cheapest and easiest option, but remember to focus on cinematography, sound and lighting. Style makes or breaks a documentary.
