Removing unsatisfied humanitarian

I accidently sack a city with my benevolent ruler and now he's disgruntled. Any idea how to remove it? Waiting it out or occupy region didn't seems to work.

It cannot be removed, or at least the trigger to remove it over time is bugged. The best I've done is plopping him in a settlement with Low Taxes, and after a few decades, I was able to get the trigger to the point where each turn he loses and then regains Unsatisfied Humanitarian. Your best bet is to avoid having future generals govern settlements with low taxes, or don't have them govern settlements at all
