Is there a console command for me to give a settlement to the eleutheroi?

Playing as sweboz, i have noticed that its extremely hard to breed generals with tribal trait ethnicities such as sebhnaniz and chauci and sooner or later your whole family tree belong to swebung, is that intended?

Bonus question, what the hell is the AI thinking when you click withdraw from battle? More often than not i end up in enemy territory or right next to another enemy army.

The third question is related with the campaign map pathfinding and some code from the original game which we can't change.

Is there a way to turn a settlement over to rebels? I have tried letting a newly conquered settlement rebel, but they revert back to the previous faction owner.
