The startpos kit files

Hi DEI team, You have already announced that startpos kit files (for 1.3 version) are ready. I can't find them anywhere. Am I wrong?

Thanks Jake, I've seen this post before, but I wasn't sure if it fully matched dei 1.3. (because of buit in 08.21). I am mainly interested in deleting some factions and their armies and characters, changing the owners of regions, transferring capitals. I am building a mod in which(among other things) factions are much larger and therefore a greater challenge for the player. If you would like to share your suggestions on above things. Thank you in advance.

Larger factions are actually smaller challange for player in Rome 2 due to how AI uses its armies.
