    These are indeed forts. I would suspect that they are placed on inaccessible tiles to disable battles on those tiles.

    That's surprising. I suppose they have a custom battle model instead of the default stonefort_a they are listed as in descr_strat?

    The forts in EB2 are being used to show the campaign strat model for wonders like the statue of Zeus and the pyramids of Giza (hence why they are called wonder outposts).

    Unfortunately if you enabled forts for factions then you those forts would have "wonders" attached to them on the campaign map.
