So, early '600, Flemish style painting, famous family. If I'm up to exclude the Bruegels (because Pinarius just posted one from them), the next name that comes in the searches are the Francken.
This appears to be "The Dance Lesson" by Ambrosius Francken the Second.

The technique talks of 16th / early 17th century (even though the incision technique did have popular moments at later times), the theme of Last Judgement (assuming I got that right) was pretty common around that time in northern Europe (also because of the Protestant Reformation) as it was the representation of sins and the like.
Can't recognize the artist, I'm not particularly expert on that period/area
edit: could even be some sort of battle maybe? something still related to the last Judgement, but more on the side of the Armageddon part
