I remember getting the message for the 1st reform talking about how the Iberian panoply changed, but I only noticed the 2nd reform when I could retrain all my Roman generals. Glitch or is there no message?

i think it is tied to thorakitai reform, happend to me shortly after turn 200, no pop up message, just noticed i can retrain roman gnerals for their armor upgrade.

The Romans get the notification of the Iberain panoply reforms along with the Aravaci, Carthage and Lustitani but none of their core units are affected by it. Your Consular Bodyguards get their armor upgrade once you reach the Polybian Reforms.
