How to make vassals in rome?

As it was no problem in m2tw, i have never managed getting vassals in rtw or bi. Now again, i started playing as huns and want to create vassals in my way to Rome, although its seems quite impossible. Is there any warlord who has made it and would spare a tip?

Okay I just made protectorate in Rome total war it wasnt even so difficult but in Barbarian invasion I still cant do it.

I was at war with Germania and didnt even have full stack army just half of it but i was winning all battles and after i captured their first settlement they offered me proposition of ceasefire after i return them this settlement and give 2300 denari. I switched ceasefire to protectorate and added 10k instead of 2300 and they accepted it
