Default Is it possible to win a battle with Rome city's garrison against 2 full stack armies in Rise of the Republic?

I know at least you can win against one full stack army in a city defense battle in Rome ( you playing as Rome ) in Rise of the Republic specially in the early stages of the campaign because Rome city's garrison are all elite units and your enemies most likely would come with armies that have just low and medium quality military units for the most part ( such as the Volsci, the Etruscans from Veii, the Sabines, etc ). But what if two armies come at the same time to attack Rome? I think when two armies ( both with full stack ) come together they would directly start the battle instead of first besieging the city. In that case then they would have only 1 ladder. This could be some good news: they could come just from a same direction.
The units provided by the city are:
    - 2 veteran centuriae
    - 2 centuriae ensis
    - 4 velites
And 1 extra centuriae ensis in case you have a barracks in Rome upgraded to level 2 at least.

But in case you lose the first battle, you get a better garrison for the second battle:

    - 6 veteran centuriae
    - 2 elite equites
    - 2 velites

    EDIT:
When only one enemy army ( with full stack ) comes to attack Rome, normally it doesn't start the battle yet. First it besieges it for several turns.
