Not sure about the best way to do this. Back in the MTW days I made a list of the most common medieval Irish names and surnames for XL, I could try and find that again, edit it if needed.
The way the game almost randomly picks heirs actually suits the Celtic inhertiance system very well. And the adoptions and Men of the Hours.
In Celtic and Nordic culture, the son's surname was 'the son of [father's name]', ie. mac Cathail, the son of Cathal, or Magnuson, the son of Magnus. Could that be shown in the game, or is that too advanced?
For the ladies' surnames swap 'mac' with 'inghean' and it's an Ua name have 'inghean Ua'.
Also the Picts' inheritance seems to go down the matrineal line, maternal grandson apparently was preferred heir to grandfather; and/or maternal nephew to uncle in Pictish custom. But surely that can't be shown.

^^Nice list, although there seem to at least a view vaguely common/important ommisions (like Brian and Donncadh) Also, had the "Scots" diverged to the point that they would have any seperate names in 793? Things like Máel-coluim etc. which seem to crop of frequently there, I'm not sure...
About surnames, there might be away to do the patronymic thing, but it would probably be complicated. One thing which may prove quite important/useful is epithets/cognomina for traits etc. Seems to me that would be very big for the Norse, and possibly more interesting then just having things like "Forkbeard" or "the Red" as regular surnames. Gaels would have some too, I suppose (Boru/Boruma/Boruime is a cognomen referring to wealth, IIRC)

Looking at the list of Dál Riada kings, the names are all in the list I gave there, the names mustn't have changed. Remember even today people in the Highlands and Islands have more Irish looking names than in the Lowlands.
The 'nicknames' were important in Ireland too, but everybody had surnames too, as they were so easy to create.
The Picts are hard as they didn't write anything, most of the information comes from Gaelic or English scribes.

It seems name construction was like the Gaelic, the original word for 'son' is missing, and as the Picts were Gaelicising maybe use 'mac', and perhaps add some of the Gaelic names to that forename list. If others agree I can add 'mac's and 'Ua's, just let me know.

Count in English is graaf in Dutch and "greve" in modern Frisian (I don't know about Frisian of the time of this mod, but it shouldn't be too different).
As for lord, you could use "hear" (heer in Dutch) which which has the translation of lord/sir in English or you could use "master" which means something like commander or boss.

Surnames were done the same as the Gaelic, 'ap' instead of 'mac'. Some names use 'ab' instead, I can't see why, mostly they are names starting with vowels that use 'ab', but not always. Maybe somebody can explain?
The ladies use 'merch' instead of 'ap/ab'.
Think I will just put 'ap' in front of non-vowels and 'ab' in front of vowels. Correct me if it's wrong.
