This looks like a very interesting mod, but, with all respect, the person who selected this title clearly isn't very well acquainted with Latin grammar. The literal translation of 'Roma Surrectum' is not 'Rome Arises' but 'Rome the thing having arisen', which clearly makes as much sense in English as it does in Latin.
On the other hand, 'Roma surregit' does mean 'Rome Arises'. Try to avoid translating the 3rd person singular present indicative active 'arises' with the supine participle 'surrectum'!![]()
