Default Problem with Brutii on Europa270bc and other Campaign problems

Well, I've been really enjoying playing on the huge map for DM 8.1.
However, playing as the Julii and Scipii, I've noticed that the Brutii always takes the Illyrian Province across the Adriatic in their first few turns... then their AI just sort of dies. They keep building units and move around their agents, but their armies just mass around their new town, and they refuse to expand. I've tried several ways of provoking them into action, including paying them to attack Macedon, but nothing seems to force them into action.

Another unrelated campaign problem I've noticed is that in the Imperial Campaign, Britannia will land an invasion force at Samarobriva, and siege that German town, but continually make ceasefires with the Germans, then re-siege the following turn. This seems to go on indefinately.

Does anyone know how to solve these problems?

Brutii act the same way during my campaigns, and concerning the britons, the same thing happens, but for the gauls towards julii.
