Illyria recruitment foriegn military colony in italy? (Luceria)
Is this intended? Southern Italy region mostly give Samnite, and some Etruscan and Cisalpine but i was not expecting i can recruit illyrian unit in their foriegn colony in Luceria which just seems out of place.

Definitely intentional. The EDB explicitly has a separate section for East and South Italy where some of the available units are Illyrian. As for the why, Foreign Military Colonies refer to the Achaemenid practice of importing troops from the surrounding lands into a region. That's why you get Etruscan troops in South Italy, or Iranian troops in Anatolia. In your case Illyria is just across the Adriatic from Luceria, so any potential Hellenistic power which has taken over East Italy could import settlers from Illyria.

The clue is in the word "Foreign" and yes entirely intentional. Foreign Colony recruitment was written from scratch recently as is all intended the way it is.
Not a long hop across the Adriatic for them (not least with the piratical inclinations of the various Illyrian tribes) and perfect colonist fodder (coming from a much poorer land than Italy). Otherwise the justification is as Shoebopp said. The whole point of the building is to represent the policy of settling neighbouring peoples (without ties to the elites already in place) to serve in return for land.
