Which factions have the most new content in 2.3A.

Epirus and Luositania seem to have received most attention but which others have benefitted?

    Thanks

IIRC, the Hellenistic Factions received a buff on a whole with the reformed colony now available at large city level instead of huge city level. The Seleukidai received new satrap offices (Very helpful for distant satrapies). The Getai have also been fleshed out a whole lot more (They now have their royal foot guard (Agema Daon) and now have more missions((You now have to earn your Getic Kingdom government...). The Antigonidai now have an additional Imperial reform which now unlocks their top tier governments Epistateas epi Hellenas,Satrapeia and BP (Before 2.35A, you unlocked them with just kingship reform). The Arevaci also got a bunch of new traits.

Is there anyway where I can read more about this and how to achieve them? The player guide pdf for the Getai is extremely scant, with just two pages lacking much detail.

The campaign_script.txt has a section on the Getai reforms. From memory, you gotta:

    1. Defeat the Scythian raids
    2. Intervene in the Scordisci
    3. Sack the Boii and Norii
    4. Fight off the Bastarnae/Roxolani invasions

Finally, your faction leader must be a Living Legend (7 or more Authority). Since your starting faction leader is only 18(!), you have plenty of time for him to achieve all these objectives in Heroic Victory after Heroic Victory to build up street cred. Just don't get him killed

Of note are the Sauromatian Armored Riders, which scares infantry, and TWO units of Scythian Nobles, which are basically cataphracts. In addition, the two units of Galatian Nobles are pretty sweet as well. Let's not forget the Galatian Colonists and Thorakitai available no matter where you build the BP.

Khuveshavagan has been reduced in half compared to previous pool. Now you get less heavy cavalry in general, except in certain places.
