as you know you cant attack those who havent played their first turn, or enter their territory, its a thing in every HS... and you were supposed to sub Cyrodill, why havent you?

it doesn’t say you can’t attack the enemy, just that you can’t attack them on land.
No one turn peace ( although you cannot attack land of the enemy alliance, if they hasnt played their first turn yet. You can cross lands of a faction that hasnt played its 1st turn yet, if your army doesnt stand in enemy territory after its movement).
Attacking = attacking, though its written in a bit unfortunate way, will write it the way its in other HS.

Yea, I suppose... its this way in every HS pretty much, followed by the exceptions (i.e., that you actualy cant attack those who havent played their first turn yet, as it wouldn be fair)
That it says "No one turn peace" instead of "One turn peace" kinda has historical reasons. As before in many HS there was simply a rule that for the entirety of the first turn nobody can attack anyone, but that obviously wasnt the most optimal way to do it, as it gave an advantage to those who are first in turn order, and also somewhat wasted the whole first turn anyway. (and that was called "One Turn Peace" rule)
Doing it the way its done now is probably the most optimal, as it saves time and is mainly much fairer, as everyone has one turn to prepare his stuff, and then can he can be attacked, in opposite to the full one turn peace, where people sooner in turn order would have two turns.
