    The NTW3 1805 European & Ottoman campaign mod includes some major changes to the building slots in the region capitols. In many of these capitols there are only two building slots (one of them being the fort slot) so we modified the fort slots to include an Administrative building to enhance the regions options for growth. Napoleon's introduction of rapid maneuver warfare also made many of the massive fortifications built in earlier times obsolete.

    We had similar problems with using the fort slot for Administration buildings. Modifying the fort slot in the startpos.esf file with a level 1 building will show up as a level 1 fortification on the battle map. A level 2 building will place a level 2 star fort. As Steph noted a level 3 and up the forts disappear. You can tell on the campaign map by looking closely for the fort icons around the city.

    Fortifications were not as important during the Napoleonic Wars as in past conflicts due to Napoleon's concept of rapid maneuver. There were a few exceptions in Europe with significant fortifications in Gibraltar and Istanbul plus the Prussian fort at Danzig which the French laid siege to in 1807. https://en.wikipedia.org/wiki/Siege_of_Danzig_(1807)
    The Spanish also had a number of older forts on the Iberian Peninsula which they put to good against the French. Most smaller factions could not afford to build or maintain the extensive Star forts but would fortify their cities if threatened by a siege army. We've add some smaller forts at a few locations and tried to remove the Star forts from the NTW3 mod as these large fortifications were outdated and required considerable funds to build and maintain.
