This is a submod I made for myself to test the PO system in regard to building balance. It removes the PO Penalty that squalor gives from lvl 3+ buildings.

  • Pros: Sanitation, banditry, food, and provincial upkeep all become more important for deciding when (or when not) to upgrade a building.
  • Cons: Actions that adversely affect PO--like raiding, agent actions, cultural differences, and slaves--all become weaker because of the abundance of PO. (These values may need to be raised to offset the difficulty change.)

Place before DEI in the launcher load order. Enjoy.
