That's different, because it comes from the government, not the polis. Also because it's imitating the Hellenistic Colony, which again has different rules to the polis. It's not coming about because of natural changes in the place (which is what happens with polis recruitment), but an imposed policy from the central authority.

I'm unable to build a hellenistic polis in Ptolomais Theron
- it is a city
- a minor hellenistic polis
- it has a market
- it has a supervised hellenistic administration
- and 59% hellenistic culture.
I know that but the hellenic population there didn't fall from the sky. My point is that if you can drag enough Greeks for a polis through half of Asia then you can certainly ship enough for one down the red sea, especially considering that you can build a minor one. Many people call Eritrea the Greece of Africa.
I think the justification is partly historic - Afghanistan had a large hellenised population and was the nucleus of a very large Indo-Greek kingdom whose influence spread syncretic Greco-Buddhist artistic motifs (Heracles/Nio) as far as Japan. The area around Ethiopia, comparatively, was never really hellenised and retained its own culture (afaik).
