Yeah, please don't go with 46 factions. From that image above, I would say aiming for 30-35 factions is a good target.
My only suggestion is to enable new factions if they add some variety in the gameplay. Like, they start in an area with few other playable factions or they have a different religion (muslims) or they have some other interesting mechanic. For example, one of the Jurchen tribes above Korea could present an alternative starting point.
I would also be more interested to see China becoming more of an Empire than a huge state that the AI has trouble defending, even from rebels. I.e. if possible, take some of the regions of China and turn them to vassal factions of China, with scripted very good relations with China and trade deals etc. It would also make playing China easier, I think.
Frankly, when I tried to play China (or Korea) I was immediately overwhelmed since you start with a bazillion areas out of the kazoo.
