Question regarding nomad enclave building - upgrading from Nagawa to X

I built a nomadic enclave in the kushi mountain region (gateway between Baktria and India). I have no military or polis buildings but I do have an allied oligarchy. What has to happen in order for me to upgrade the Nagawa building into something that will recruit units? I am playing as Baktria.

In the case of central Asia, the eastern migrations script needs to kick in. They don't start for a long while (after turn 400 or so).

Thanks for the reply! So you cannot make use of nomadic enclaves until after turn 400 in the East? That's fine but it begs the question of why you even have the option to build the Nagawa before then? It's just a malus with no positive trade off for longer than I imagine most people play the game lol.

It's not just a malus, it gives free upkeep for nomadic units.

I did not see that in the description but I probably just missed it. That's a pretty nifty bonus! Is there a limit on the number of nomad units it will provide free upkeep for? Also: Can you build the initial enclave, then insert colonists, and still take advantage of that free upkeep? I'm just assuming it won't let you upgrade.

Hey when it talks about not having colonies does that just mean no hellenic colonies or no native colonies? Put it another way. What can I NOT build in order to get a chance of getting a nomadic enclave? Is it just not a military colony? Because I can build an enclave where there is a civilian polis.
