Opening RP Decisions
Players of course can and are encouraged to make more roleplay "decisions" than just the ones below, for as long as it is in acordance with the lore. These are just starting guidelines...
House Baratheon
House Baratheon may decide the fate of King Robert - the player may choose whether the plot by Cersei Lannister to have Robert killed in a hunting accident comes to fruition or not. The Line of Succession if Robert passes away is in direct correlation by House Starks decision(s). If Joffrey is crowned King of the Iron Throne, Renly Baratheon is transferred to House Tyrell (Renly may also join House Tyrell if Stannis is named King; decided by House Tyrell player).
If Joffrey succeeds to the throne, Kings Landing and pre-determined loyalist crownland settlements will be transferred to House Lannister as well as King Joffrey - Stannis becomes leader of House Baratheon.
House Stark
House Stark may reveal the relationship between Cersei, and Jaimie Lannister - as well as the lineage of Robert's offspring; this may be revealed if Robert is alive, or post-mortem.
The Player may decide to notify House Lannister of his/her intent to reveal said information whilst Robert is alive - this allows for Jaimie, Cersei, and the Children to leave Kings Landing.
If the player decides to reveal the information whilst Robert is still alive whilst Cersei is still in Kings Landing; Cersei Lannister is strangled to death by King Robert and the children are taken into custody. House Lannister enters into open rebellion against the throne.
If the player decides to reveal the information post-mortem whilst Eddard is still in Kings Landing - the admin will use a random number generator to determine one of two outcomes
A) Lord Eddard takes control of the Iron Throne, and is proclaimed Protector of the Realm. Stannis is proclaimed King.
B) Lord Eddard Stark is executed by Joffrey Baratheon - Sansa/Arya taken captive. House Stark enters into open rebellion against the throne.
House Stark may not reveal the true lineage after Eddard leaves Kings Landing whilst Robert is still alive, nor may he/she enter into rebellion.
If Robert passes away, and Eddard Stark has left Kings Landing, the player may reveal the truth regarding Robert's off-spring and furthermore reveal the true lineage of Jon Snow, the Bastard of Winterfell. House Stark proclaims Jon, Aegon of the House Targaryen, The White Wolf.
House Stark may only declare themselves Kings in the North upon Eddard Stark's death
House Tully and House Arryn may swear fealty to House Stark, styled as Kings of the North, Rivers, Mountain, and Vale.
(Jon Snow is at the Wall. He is not allowed to be used for anything, unless allowed by a RP event)
House Lannister
Jaimie Lannister may leave Kings Landing prior to any events unfolding to join forces with his Father due to Tyrion's abrupt capture by Catelyn Stark.
House Lannister may leave Kings Landing with Cersei and the Children if given the option by House Stark prior to them revealing Jaimie and Cersei's incest.
If Joffrey or Tommen leave Kings Landing at the behest of the Lannister player, they will be transferred to House Lannister's faction.
The player may exercise the option to declare Joffrey, or Tommen King of the Iron Throne if they have left Kings Landing.
Tyrion Lannister's trial by combat will be decided via a random number generator with sixty fourty odds of survival, if he is released he may not be harmed until he returns to safety.
If Joffrey succeeds to the throne, Kings Landing and pre-determined loyalist crownland settlements will be transferred to House Lannister as well as King Joffrey - Stannis becomes leader of House Baratheon.
House Greyjoy
House Greyjoy may declare themselves independent of the Iron Throne at any time, styling as King of Salt and Rock
House Greyjoy may also swear fealty to any faction laying claim to the Iron Throne (Robert, Stannis, Renly, Joffrey, Tommen, Viserys)
House Hightower
House Hightower starts off sworn to House Tyrell, however, the player may break this oath of fealty under two conditions
A) Highgarden is under the control of a foreign power
B) House Tyrell swears fealty to to a separate King to House Hightower
House Tyrell
House Tyrell may declare Renly Baratheon, King of the Iron Throne and enter into open rebellion against the current occupier of the Iron Throne so long as Joffrey or Stannis Baratheon are named King and Renly has joined House Tyrell's faction.
House Targaryen
House Targaryen must in some reasonable manner adress the so called "Aegon Targaryen" from the Golden Company. Whether and wehen is he revealed, and how does that affect Viserys and Daenerys.
Finances
-4000 = Troop Desertion
-8000 = The Loss of General Loyalty Traits
-12000 = Faction Destruction
Rules
Time for a player to play his turn is 24h. The Admin may grant an extension occasionally.
No exploits/bugs allowed: Posting defeats, making walls of units on map to disallow enemy agents to move and stomping/killing agents with units, surrounding armies/navies to deny retreat, intentionally spreading a plague with agents/units, stepping on a merchant to remove him from a trade resource, exploiting AI factions ( for example demanding/accepting money or settlements from AI factions), and more.

No one turn peace ( although you cannot attack land of the enemy alliance, if they hasnt played their first turn yet. You can cross lands of a faction that hasnt played its 1st turn yet, if your army doesnt stand in enemy territory after its movement). EXCEPTION - The Lannisters are allowed to attack the Tullies on their first turn.
All battles are auto-resolved. Screenshots must be posted with: odds and result screens, mouse over the odds bar to show the ratio, the armies involved with their banners visible on the campaign map, unit card of siege unit must be visible if used to directly assault settlement. In some matches manual battles against AI will be allowed.
Armies that are defeated in battle by a player that comes after them in the turn list may not move the following turn. This is to make it fair for people who are defeated by players that come before them in the turn list. Armies standing in a settlement when defeated are excluded from this rule.
To be allowed to fight a naval battle, you need at least 2:3 odds. You are allowed to use maximally two ships with total defence 20 or higher in the same battle (including allied navy).
Ships cannot leave blockaded ports. No attacking ships in ports using a game bug. It's not allowed to keep units protected by placing them in ships docked in a port. You can block ports via ground units to damage trade, but enemy ships would be still allowed to move.
Not allowed to besiege a settlement to deny its garrison participation in battle.
You are not allowed to besiege a settlement to deny enemy retreat into it.
If a defeated army retreats into a settlement, the army that sieges must be larger or equal to the defending army. This is to prevent players from sieging a settlement with less troops then needed, abusing the fact that the defending army cannot sally out because it has been defeated.
No watchtowers
2 forts per region per faction with at least 5 units (100 men per/unit)
No excessive reloading, admin must be able to get a comparable result at his discretion
No heroic victories
Not allowed to post defeats. The draws are allowed
You are not allowed to lure an ambushing army a tile closer to bring it in range of more of your forces
Agents cannot steal a general unless a marriage has been agreed to
Bribed units cant move for one turn. It is not allowed to bribe other diplomats
Merchants need 60% to acquire other merchant's assets. Only allowed in your own regions, Rebel Controlled Regions, or regions you have aquired Trade rights to. Screenshots required
Destroying buildings is allowed, except when the settlement is at risk for capture (an army able to attack within <2 turns). However, you are not allowed to destroy any buildings that allow recruitment of units (not ships).
No gifting settlements under threat of capture (Armies within <2 turns); any settlements gifted should have all but one unit disbanded
All lands that belong to the admin faction are ouf bounds (Nights Watch and the Lands Beyond The Wall)
Admin has final say on all matters.
Special Rules
Roleplaying is not required, however, maintaining proper lore is required. If an action is deemed to violate basic cannon, ie: Eddard Stark is executed by Joffery Baratheon, and Robb Stark becomes an ally to the throne. Any instance felt to violate the above is at the discretion of the admin.
Marriage alliances are to be taken seriously - serious justification must be used if attempting to break a marriage alliance with another faction.
Adoptions are not allowed (you receive zero stat generals if you accept anyway). However, in case a faction desperately needs more generals, it could be allowed.
The Iron Throne starts with a 40,000 Gold Debt which has to be repaid before future loans.
The Iron Bank & Free Cities
The Iron Bank is controlled by the admin. Trade Agreements with the Free Cities are allowed. Loan Interest rates are fixed at 20%. Loans can be granted via Diplomats. Braavosi merchant is in the Crownlands, west of Hayford. To be eligible to negotiate for a loan, you must move your diplomat next to him and contact the admin.
The Free Cities are available for capture by any faction.
If the Free City of Braavos is attacked, the Iron Bank have the ability to fund your enemies in Westeros. If Braavos falls, The Iron Bank is destroyed.
