Cannot build Pontic Dynastic Administration

Not sure if I screwed this up. It was available to build after the reform but only in Amaseia, I held off because I wanted it in Sinope. But now it seems to have disappeared from the build menu and I can't build it anywhere (still in the buildings browser). I definitely did not add and remove from the queue, as the 'script limited' text warns.

Any ideas?

* Figured it out. It seems the government cannot be upgraded from the pre-reform governor-general, or from satrapy, only from Pontic Administration. I destroyed the government in Sinope and built up again and it now works.
