[Submod] Better cav charge mod for dei

Simple better cav charge mod if anyone wants that I use.
Shouldn't make them op but get around 30-35 kills where u used to get around 15-20 per charge kills for eg. (Medium unit settings)
Also buffs elephants and chariots to maintain consistency but shouldn't be op. I have tried this as Maurya where I had elephants but has thrash cav and had to face Cataphracts and it sure increased the challenge. Also as Macedon and they feel fine.

This mod crashes with 1.27 beta patch for some reason. I couldn't find the reason why.
