Question about dalminium (spelling? it's an illyrian province)

Is there any way to convert it from a camp to a city as rome? I have 3 levels of farms but so far nothing

Unfortunately you can't as Rome. The only factions that are allowed to convert camps to cities are (taken from the player guide p. 8): Pahlava, Sweboz, Saka Rauka, Sauromatae, Mamla ha biMassylim, Lougiones, Kimmeros Bosporos, Halmalkot ha'Nabati, Boii, Getai and Safot Softim biQarthadast

You could get around the issue by ceding the province to (e.g.) the Boii as a "gift" and hope they eventually convert it...

Might have to do that, it just has a lot of mines so I don't want to give it away.

Actually, if I give it to Carthage they'll do it right? Might be better to prevent culture switching (after I've acquired some of their provinces first...)

If you gift an area to another faction, I understand that you can never conquer it back even from a third, uninvolved faction without a significant reputation penalty. Please correct me if I am wrong.
