    Default What's up with cultural conversion rate at Kontrebia?

    This is just odd, not sure I've noticed this before, but it seems as though the city of Kontrebia in Iberia does not allow you to convert the culture there beyond 66% Hellenistic polities (can't remember if I got it above that for Western Mediterranean polities as the Romans).

    After having one of my best Koinon Hellenon generals/family members occupy the city for decades, I currently have one of my top 10 best recruited allied governors there, one who has had full influence points for a long time. He's been sitting there for over two decades now and yet the settlement never gets above 66%. In fact it almost rebelled against me had I not put him there, was turning blue, then red with riots as the culture started going down and population started going up.

    Is there some sort of secret provincial resource that's causing this and preventing the cultural conversion from increasing? I can understand why this happens at Axum in Nubia (Sudan), where I also have problems with cultural conversion above 69-70% even after generations of having great governors placed there to keep it quiet. I also realize some of the Iberian and Celtiberian natives are restless and rebellious, even into the 1st century BC with the rebellion of Quintus Sertorius. However, does this mean you guys scripted a maximum cap on cultural conversion for certain cities in Iberia? Even the nearby city of Sekeiza, the most troublesome province in the whole game aside from Akko or Baggienorum, allows you to convert the culture above 80 or even 90% if you have a supervised native administration there and generations of good governors with high influence.

    Kontrebia might be worse than any of those, however, since you essentially cannot ever keep it under control without placing another decent allied governor there at all times, replacing one after the other. Am I going crazy here or did you guys actually script it this way? Sheesh, not even Scotland has these problems under Koinon Hellenon, and the Picts there are supposed to be totally nuts and unruly judging by the fleeting Roman presence in the Highlands and relatively brief occupation of the Scottish Lowlands.

    I would assume that there is a special building in Kontrebia that maintains a certain level of Urbanised Tribal States? Kinda like the Place of Burning Fire in Persepolis. As a result if any more Hellenistic Polities cultural conversion eats into UTS, the special building will bounce UTS right back at the expense of HP

    I'm not seeing any building description that explains this, though, unless it's the province description itself that is a permanent fixture and obviously cannot be destroyed?
