This achievement can't be unlocked. I own the entire historical Roman Empire (And Charlemagne's German territories), I started as Empire of Nicaea, destroyed the Latin Empire and the HRE. But no achievement.

Bump. I now even complete two more achievements, World Conquest and the Spice Ports, even they do not register. What is up?
