Non hellenic metroplis local colony problem

Currently if the settlement have a hellenic metropolis they cannot build any local colony. This is fine as hellenic which want to spread out hellenism as much as possible anyway but as non greek or pontus any province with metropolis cannot be really used for military because you cannot build colony there which are especially annoying for anthiochea because it doesn't even have a decency to at least have an option to build client state to recruit hellenic unit reliably enough unlike in hellas or magna graciea sicily.

Amusingly Parthia are more benefitted by hellenic presence for a wrong reason since Parthia government satrapy(which bring better infrastructure than the regular border march and cataphract) is restricted to either certain region or any region with at least minor hellenic polis.

More reason to blitz historically Hellenistic settlements before they establish higher levels of Poleis, amirite?
