Try this in your game:
Rusted_NM.7z
See other thread - it's your alpha channel on the normal map that's making things glossy - you can view that in DXTbmp, see your photo1 the thumbnail in the top right. You probably can't edit it there, in GIMP I think it shows as 'transparency' so you need to have that visible and edit the transparency...

Ok, I will say what I do:
1-make the normal map of my texture .dds
2-I put into transparency and modify alpha threshold
But the modification is of everything and no of some parts how I can select which parts I want to modify?
The answer to how to use Gimp for anything = buy Photoshop...
or for this try: https://stackoverflow.com/questions/...-layer-in-gimp
whilst doing it it looks like this:
the black bit does seem to modify the alpha channel when exported - though I'm not quite sure how you get things brighter than the alpha started... but Adding/using masks seems to be needed to adjust the alpha channel without messing up the RGB channels

I need more experience, but I will gonna try to make it
But I have another question, it's necessary to make the normal map with Biased RGB? because when I use it my texture disappear
