It's part of the Java Runtime Environment. You may have an out of date version installed, so get the latest from Sun Microsystems.
If you still have problems, you may want to try re-downloading the file.

Is that the visual theme or the Firefox skin you're having problems with?
If it's the former, you might want to grab another copy from here - Stefanka's DeviantArt scrap.
If it's the latter (as I think it is), make sure your Jave is up to date and that you're running Firefox 2.0 (it's not compatible with 1.5). I'm not sure if you need the visual theme installed for it to work but you might try that as a last resort if your problems persist but try a fresh copy from Macboupro's DeviantArt Deviations first.

Okay. Doing some reading around seems to indicate that the latest JRE has a problem with lowercase filenames (but that error can persist, even with uppercase, apparently).
You could try renaming the file to use uppercase but a quick solution I've heard is to open the Themes window in Firefox, and drag the downloaded .jar file into the Themes window, rather than just double-clicking it.

Hopefully, this may work for you too. Let us know if it does.
    Good luck with it.
