As far as I can tell, you can cancel buildings, but not the expansion itself.

Nope. Game unlock the slot and after that the slot is open for whatever you want to build/dismantle/convert.... there.

It could be done. Via startpos mod, however process would require startpos mod and manual alteration of every settlement. And you would loose animations for expansion. City would stay small whole time...

Of have quicksave/checkpoint utility which I wrote myself. (meaning a background script finds a renames the file with a date-time stamp) So, I guess that is my option.
