In that case, I'll pop it. I'm feeling a bit better, so I can probably think of a riddle to post.
Cookie has a thing for ancient Syracusans it seems. We had Dionysius I, Dionysius II, now it's time for their successor, Dion of Syracuse.
My guess was a Syracusan but I was too lazy to use Wikipedia.

As a sidenote: IIRC Dion never even managed to control the entirety of even just Syracuse itself, and he ruled only for a very brief time, so it's a bit of a stretch to call him a tyrant or even a ruler. Though the aspirations certainly were there. Even as someone I imagine to have been a spoiled brat who had all his status and wealth thanks to daddy, he still managed to be quite interesting in my opinion. If only by foiling a unification of Magna Graecia, which a stable dynasty could have achieved, thereby paving the Italian states and Rome in particular the way to world domination. Dionysios II continued to rule in the other part of Syracuse and survive Dion by a bit.

Yeah, I think the riddle actually does point a teensy bit more toward de las Casas than to my guy, but only because de las Casas is sooooo fitting. But the correct answer also fits. I will give you guys a bit more time to think, research, and guess, and if nothing is forthcoming after a day or so, then I will post a small hint.

I really didn't think this one would be so hard. You all seem to have divined all of the specific details, but aren't making the final leap. I will give one last clue, and then if no one has gotten it after a day, I will reveal the answer.
The final clue is "Salamanca". Do with that what you will.
