Saigō Takamori. The first two paragraphs made it obvious to me this had to do with the Meiji Restoration and then the last made it clear to me he was among the last samurai.

Dang. I guess I made that too easy. I intended "rising sun" and "last of my kind" to be decisive hints, but I was hoping that there would be more uncertainty about the general timeframe and location. You win this round gg, and the floor is now yours.
P.s. If someone could rep gg on my behalf, I'd appreciate it. Apparently, he got one from me too recently.
Born to peasants in a land quite poor,
I found myself craving much more
And when my family thankfully married into wealth,
I was able to finally gain a manse for myself
Far from my home, sailing across the ocean
to fulfill an unquenchable lust for gold and women
An ally with the natives I would soon prove to be,
and a leader among them they would make of me
Together we would war against and on behalf of Kings,
For they saw me a man capable of great things
Finally, to my former home my new people’s knees would bend,
while before an uprising, disease brought me to a somewhat early end

We want any hints?

Well, it sound like some conquistador who went native, but I can't recall any one who would fit.
This person was born in a European country but he was not Spanish, and had what I’d say was an important role in an 18th century war
edit: another thing I just noticed on double checking his Wiki is that I had previously read he died of syphilis but according to wiki he died of a stroke so that may have been an error on my end

Well, let's start with checking the infamous North American theatre with its near constant proxy wars...
Sir William Johnson seems to fit quite well...
Yes sir. He was situated in my home state

Ah, the dude was Irish. I was looking at the North American Indian Wars as well, but stopped because I didn't think any English officer would fit the line: " Born to peasants in a land quite poor,". An Irishman clears that up nicely though. Good riddle Gggg!
"Strangers in a strange land, yet estranged we grew
as I looked back home, while she looked toward new.
In image of my home, I tried to make this land
when she cast me down and bled me into sand.
And yet, down the same road she led
only on toes of natives she hadn't stepped.
Now maligned am I, they called me drunkard and dement
but about her, they speak of glory, horses and men."
Who am I? No bonus points for her...you find one, you find the other.
Peter III of Russia?

You could take part by repping him, as I'm all out.
It is indeed Peter III, who tried to start many reforms of Russian Empire, but was overthrown and possibly later assassinated by his estranged wife and second cousin Catherine, who, unlike him, assimilated quickly into Russian culture and religion, and did much to tarnish his reputation.
I feel super bad for the dude. Obviously, he wasn't great, but from his Wiki page it seems like he was a rather forward-thinking leader, who actually did a fair amount during his reign to improve living conditions for a large portion of his population. Kind of sucky then that he is remembered so poorly, especially as his bad reputation is almost certainly integrally tied to the fact that the nobles responsible for his death were the ones writing his story, and they were all harmed by his generally humanitarian policies. The first Prussian I've felt bad for!
Born in in the old land, my family's home
I traveled far and wide to make my name known
And after losing my wealth in an attempt to gain,
An emperor I was named but one most insane
For the loving subjects of my city celebrated me,
with titles and love and my own currency
Yet while I called myself the protector of another land,
I could offer nothing to aid their stand
And while my funeral brought much celebration,
it was through fiction my name would live on in our nation

Damn I gotta start making mine harder/more vague

I know him from Lucky Luke as a kid. The insanity part had me instantly remember the emperor of America. I assume the comic is also what you're referring to?
I have to come up with a riddle. Gimme the weekend.
