Reduce the spawn ratio of Siege Weapons?

Its been about 10 years, give or take, that ive posted here. Im still playing the game regularly, even streamed it a few times. My question is: How can i reduce the number of siege weapons being built by the AI? Its insane to battle Mordor's hordes when they have like 4 catapults with each army they make. I know there's a way to reduce the frequency by altering siege workshop stats, but other than that, how can it be done?

Do you mean how to alter siege workshop's stats or is there another way?

Both, if possible. Its ridiculous how many siege weapons an army of Mordor will build. I get it, unit balance, but still! Either code a limit to catapults (one per mayor town or somesuch) or reduce the spawn limit.

Or make it "elven", increase its cost, building time and upkeep.

The AI essentially has infinite gold, its not worth increasing the upkeep.
