Well, I've been trying to do some digging, and have some possibilities (though I can't be sure, as I've not seen these movies myself). First guess is All I Want for Christmas (1991).

Hmmm... What about Jack Frost? I feel like the image doesn't quite fit for what I remember of that movie, but all the other details and hints lean toward it. So, Jack Frost? Yay or nay?

Think we're just waiting on Brew to confirm it was Jack Frost. All signs seem to point towards it being it.

Indeed. I looked through the page Muizer linked, and from there I think I see what must be the set in Brew's pic, but I want to wait for him to give a thumbsup before I post the next image. At any rate, I will be sure to have one ready so that we can keep it going right away after he confirms!
