Little Nemo: Adventures in Slumberland?
The dream part gave it away. But this project originally involved Hayao Miyazaki. Technically it did not involve Studio Ghibli. But it was in development hell for so long that the film was floated past George Lucas and Studio Ghibli. None of them liked the concept for the film and each tried to put their own spin on it. The concept of Little Nemo sleeping and dreaming throughout an entire movie was not appealing. But the frustration of developing this film made them all quit.
I looked it up and apparently Little Nemo was originally a New York comic strip. It has gotten multiple adaptations to date, including a French adaptation. It appears that Netflix is intending to release a live action adaptation. But to be clear this specific film, which was a joint effort by American and Japanese studios, was not at all popular when it came out in 1989. Critics called it one of the most confusing and tedious movies of all time. It literally lost millions of dollars.
Oda has it. And managed to reiterate all of my hints as extra info about the film.
I don't know why the movie did so poorly on release, but it is an excellent one, and one I'd heartily recommend to everyone!

It was a film made by "the Disney Studio of Asia".
Panda and the magic serpent, aka Hakuja Den.
Yes it was one of the first animated movies made by the Japanese company Toei Animation. I have no idea why it is also called "Panda and the Magic Serpent". Although there is a panda I don't think that he is the main character. Hakujaden makes more sense which means "The Tale of the White Serpent".
Only knew it because Toei made it.
