Is this Wasteland 3? If so, it is kind of hard to deduce. To me the picture could be of a game depicting any modern, industrial era.

The game was released in 2017, which makes it a "new game" in my books. The glowing characters are a recurring theme in cutscenes.

Hard to say, I could have been operating under a psychosis.

Here is another cutscene from the same game, although without an actual cut. The game just smoothly transitions into a narrator mode with the player losing control of the vehicle.

Is it some sort of Warhammer 30K game? I have never played any of them, but I've seen some ads for a few recent additions, and the feels seem to be similar to what is here. Just a wild guess though.

What's surprising is its gameplay performance. Really goes to show that a developer doesn't have to force a gamer to buy a 2000$ PC to enjoy a good game with great story, challenging action & graphics.
