These guys must be Luis Lopez and Brucie Kibbutz. Cannot remember the cutscene anymore, but I'd say 'Ballad of Gay Tony'. In that case 'GTA IV' or especially 'Episodes from Liberty City' should be correct, though.

The Johnny in this cutscene is Johnny Klebitz, the protaganist of the Lost and Damned DLC, most famous for the ignominious manner of his death early in GTA V, under the bootheel of Mr Phillips

I think this is wrong, but I have to guess it anyway, cause my brain keeps persistently going there. Halo: Reach? This just really looks like some of the badlands landscape on Reach, and I can't help thinking this is one of the mid-game cutscenes.
