I have tried researching this to no avail. The picture really rings a bell, but I cannot for the life of me put a finger on it. It is surprisingly hard even with the prominence you mention the game has.

Indeed. It was all in the image. Nuka Cola vending machine for Fallout, obviously, and the booklet says "CHICAGO". There's only one Fallout game that takes place in that area.
