No idea what this is, but it looks cool! Once the right game has been guessed, give us a little comment on how the game is, and whether it's playing Adrian.
Hint: Game was released in 1999/2000 by SSI and is part 2 in a series. Can be bought for 1 dollar on Ubi.

Yes.
It's widely considered one of the best historical 4x games ever released. Top 3 if not The best. Basically the game is sort of like the grandfather of Total War set during the age of colonialism, pike and shot and up to the American Civil War. Game actually starts in 1492. The goal is to discover the new world (which is always randomised) and use it to build up an economy to conquer the old world. Game ends when you own 40 old world provinces.
Game is split into 2 parts like total war. You have a strategic turn based map and a combat part. The turn based map is kind of similar to Civ in that you have raw resources on the map and you can send out explorers to find them, engineers to build roads to them and builders to improve them up to 4 times.
This is where the similarities end however as the resource system is much more in depth than what civ and total war ever produced. Basically harvesting the raw resources is not enough if you lack transport capacity to get them to your capital (roads can only carry 2 of each resource, you need railroads for the rest). If the resources are not connected by a road to your capital you can transport them by sea, but that means you have to sacrifice the limited merchant marine cargo space (which can also be used for naval invasions and trading). Once they reach your capital the resources (are 20 in all I believe) have to be turned into finished good - iron ore into cast iron or iron and coal into steel, wood into paper or timber, etc.
That process is done by laborers (peasants, journeyman, artisan, master artisan). Peasants only require food and clothing (cloth) but can be promoted if you have paper and the appropriate luxury resource (each new level requires an additional one). Better laborers provide twice the amount of labor as the previous level. If they don't the required luxury they die. Apparently master craftsmen are addicted to fur hats.
Every single action in the game costs resources, either processed resources or money, or both. Recruiting units costs peasants, which you have to recruit, and units eat and get payed. They will desert if you do not feed and pay them. Research costs money. Moving armies around costs money. Diplomacy costs money.
Diplomacy is very intricate even if the number of options appears limited. On higher difficulties the AI is downright machiavelian with its web of alliances. basically there are 6 collonial powers, 6 minor nations (which can eventually be annexed peacefully) and 6 - 8 native american empires. You compete against the colonial powers.
Combat is basically Heroes of Might and Magic 3 without heroes or creature stack and with a morale system. Basically a unit represents a regiment (or battery for arty). As it takes damage it looses men (red bit of the health bar) and morale (yellow bit). As it looses morale it starts to fight worse and worse. A unit that has completely lost morale (no green health bar) will withdraw from combat unless there is a general nearby to help. As units fight they gain experince. As generals gain experience they allow you to field larger armies and at top level can prevent all units from routing. The battles themselves are a lot more strategic than total war and you can pull off real life tactics with the right units, such as a caracole charge against artillery or massed lines of redcoats.
The AI is insanely machiavelian and will take any opportunity it can to on you from such a height you'll think they're in space. There are no unique units or traits or buildings but each ai has historical focuses that can be turned on (Sweden spamming regiments of light cav to simulate the Hakkapelitta) or England destroying you with ordered lines of medium infantry. Or spain spamming pikement and musketeers at you.
The game runs well on Wiin 10, however it's in 1024 X 768 resolution. You can get it for 1 dollar on Gog or the Ubi store.

nope
this game specifically is the 3rd installment of the series; IIRC this image represents a particular DLC, but I'll be ok with just the generic game name
