[Baktria] Can't build highest tier Hellenistic Colony

Another issue that's been dogging my Baktrian campaign. I can't build Katoika Poleon in Baktria, even though I met all the requirements and then some. I've got plenty of Colonists, I can found a Polis in Oxeiane and begin military settlement in Paropamisadai. Of course Baktra itself is at the Large City level, and is at 54% Hellenistic Culture. I've got a Gymnasion Mikron, and Waystations and Garrisons built. Do I need to hit the console to fix this?

You can only build the Reformed Colony in Baktria, which isn't available until after the ThorakitaiReform (post turn 222).

The Katoika Poleon is not widely available.
