    Icon5 Saka rebellion event

    I recently started playing as the Saka. At the moment I am a few turn in the 'rebellion event' script thingy.

    Do I have to Horde with the Saka to get rid of the unrest? Because my plan was to become a settled tribe.

    Help is appreciated!!!
