[Baktria] Selekid Basileus stopped asking for tribute?

Been going through my Baktrian campaign, and I've decided the time is ripe to rebel. However, according to the Player Guide I can only gain independence by refusing the tribute, and they haven't asked for a few years now. I've accomplished the mission where I have to conquer Kangha and Mazsakatai Ubastra and haven't gotten another mission since. Do I have to roll my playthrough back to when they last asked or else be stuck as a Satrap?

You can also just go to war with them - you don't win your war for independence without taking four settlements and winning three battles anyway, so you're gonna have to take their stuff at some point.

I did try that in 2.2b, but I couldn't trigger independence.
